Rachel Scales at Scomo. My case involves a education dispute with the Local Authority regarding
my son’s EHCP and specialist provision, and Rachel has been nothing short of incredible so far.
From day one, she has shown genuine commitment, deep understanding of education law, and an impressive level of
organisation. She responds quickly, explains things clearly, and makes sure I fully understand every step we’re
taking.
Her attention to detail is exactly what you need when dealing with a challenging LA and a complicated SEND case.
What makes Rachel stand out is not just her professionalism, but her compassion.
She treats my case with the seriousness and care it deserves, and her guidance has given me confidence during a
very stressful time for my family.
If you’re dealing with a difficult education matter or any SEND-related issues, I highly recommend Rachel
Scales. Her dedication and expertise have already made a huge difference to my case.

In 2021 Rachel Scales helped me with the LA, as regards my autistic son, re writing the EHCP, which at the time was not first for purpose, represented him at Tribunal and took a lot of the stress away from me. Following her help, my son is now in fantastic school.
This October 2025, my son had a EHCP review and the LA were attending with the view of relocating my son. So I asked Rachel to attend the review, representing my son again, her SEN knowledge, questions of the school, LA are second to none. Her remarks and observations were duly noted and it is all now in my sons EHCP as the LA agreed to all the points, changes requested. Fantastic result!

I cannot thank Rachel Scales and Dan Rosenberg enough for their outstanding support and legal representation through one of the most difficult experiences of my life. Their expertise, compassion, and strategic approach gave my child and I a voice when we felt completely sidelined by a system that failed us.
Rachel's steady communication and clarity throughout this process helped me stay focused, and Dan's honest and strategic advice gave me the confidence to make difficult decisions with clarity. Both of their attention to detail and consistent communication helped us feel grounded and supported, and gave us the ability to cut through the noise of an exhausting education dispute. Their combined effort led to a successful reintegration of my child back into school - something I wasn’t sure would be possible.

I have been working with Rachel Scales now for the last year, and two of her colleagues before that. I have nothing but praise for the job they do.
Rachel is kind, efficient and a great communicator. She is able to explain things to me in a way that works for me. She always does what she says she is going to do, in spite of this only being under Legal Help, not a private arrangement.
Like her two colleagues before her, she works incredibly hard and always makes time to talk when things happen. Her team is also fantastic.
I definitely recommend Simpson Millar for SEN education matters.

Who We Help
We advise parents, carers, and young people when decisions made by schools or local authorities start to have serious consequences. This can include disputes about school placement, exclusions, admissions, transport, or situations where agreed support is not being delivered. Many of the families we work with come to us after trying to resolve matters informally, through meetings, complaints, or internal processes, only to find that nothing changes. Decisions are delayed, responsibility is passed around, or outcomes feel disconnected from what the child actually needs.
Our education law work focuses on challenging those decisions and restoring clarity. We help clients understand where the law stands, what can be challenged, and how to move matters forward in a way that leads to a practical outcome, not just another round of correspondence.

Frequently Asked Questions
Can I challenge a local authority's refusal to assess my child for an EHC plan?
Yes, you can appeal if your local authority refuses to start an Education, Health and Care (EHC) needs assessment. We look not just at the paperwork but also the evidence and your child’s individual history, helping you build the strongest appeal. See how we can make a difference with a no-pressure review.
What should I do if my child has been excluded more than once this year?
Multiple exclusions may signal unmet needs or procedural mistakes by the school. We check if the right steps were followed and if your child’s rights were overlooked, working to secure a fair solution. Find out exactly what your options are with a quick, expert assessment from our team.
How do I prove my child’s bullying is not being properly handled at school?
Gathering records, emails and school responses helps show patterns of neglect. We go further, analysing the policy and matching it with your records to show when schools do not follow their own safeguarding duties. Let us review your situation and help you protect your child in and out of school.
Is it possible to get support for my child if they are struggling before a formal diagnosis?
Schools must still offer reasonable adjustments and support, even without a formal diagnosis, if there is evidence your child is finding things hard. We work to ensure their needs are met using all available information. Talk to us about practical ways to get early support in place.
What can I do if my child’s application for a school place was unsuccessful?
You can appeal the admission decision. We can look at all the circumstances and advise you on the best way to make your child's case.
